Orphans from the Crimea and Donbas to Be Placed on the Housing Waiting Lists at Their Place of Stay
At the meeting on 23 August 2016, the Cabinet of Ministers approved the draft Law of Ukraine “On Amending Some Legislative Acts of Ukraine Regarding the Protection of Housing Rights of Orphaned Children and Children Deprived of Parental Care, and Persons from among Them”, to initiate amendments to be made to the Housing Code, Laws of Ukraine “On Child Protection”, “On Provision of Organizational and Legal Conditions for Social Protection of Orphans and Children without Parental Care”, and “On Social Housing Fund”.
As explained by the Ministry of Social Policy of Ukraine, the respective changes aim to ensure the right of internally displaced orphan children and children without parental care who have reached the age of 16, as well as persons from among them, to be placed on housing and social housing waiting lists at the place of their registration as IDPs.
Thanks to these changes, the above social categories will be able to exercise their right to be included in housing waiting lists at the place where they have been registered as internally displaced persons, because their place of origin is the temporarily occupied area of Ukraine or the area of the Anti-Terrorist Operation.
This draft law will be soon registered with the Verkhovna Rada of Ukraine. When adopted, the law will strengthen the legal regulation of housing rights enjoyment by orphans and children deprived of parental care, and IDPs from among them, at the place of their registration as IDPs.
